R.T.O. Stands for Radio Telephone Operator. Traditionally the RTO was just the guy that's designated to carry the radio. It was extremely heavy and whoever was charged with making radio transmissions was usually high ranking and wasn't going to lug it around. In today's Army the R.T.O. doesn't really have much of a position, several elements carry smaller much lighter versions of the radio and support vehicles serve as relay stations. You might still find an R.T.O. working inside a command post tracking elements moving through the area of operations.
