An "at large" election is for a political area which is not subdivided into districts. For example, county officials are usually elected by designated districts (several precincts) within the county. However, some counties elect their local governing board by select those who earn the highest number of votes from the entire county.
There have been objections to "at large" elections because they can make it more difficult for minorities to win office. The also remove a direct level of responsibility from the local officials. If voters elect a single person for their district it is easier for them to hold that person responsible for the efficient governance of the area. The election of officials "at large" makes responsibility more diffuse.
