A man owes his allegiance to his country.
It means you are required to uphold the beliefs and ethos of someone or something(usually a country). You may be called upon to defend that to which you owe allegiance in times of need or war.
Do we owe owe greatest allegiance to the gods or to the state.
Foreigner: a person who comes from a foreign country; someone who does not owe allegiance to your country.

Allegiance means loyalty toward someone or something. He owes the king his allegiance. We say the pledge of allegiance to our country every day.
Most would probably say that it was similar in that, even though each diocese throughout the world is sovereign, they all, finally, owe allegiance to the Holy Father in Rome. Just as in the United States, (supposedly) each state is sovereign but owes allegiance to the Federal government.
