In other words, using America as an example, there are two major political parties-- the Democrats and the Republicans. Each wants to win elections, and each has different beliefs about what would be best for America. So, when a candidate is speaking to you, he or she is usually speaking in two ways: as a person, and as a politician. To speak politically means to express your ideas in such a way that it promotes your party's viewpoints while making them seem superior to those of your opponent.
