The Department of Homeland Security (DHS) was primarily caused by the attacks of September 11, 2001. In the wake of the attack, President George Bush ordered the founding of the DHS to conduct counter-terrorism activities and coordinate rescue operations from the attack.
The September 11, 2001 terrorist attack on the World Trade Center caused the US Government to create the Department of Homeland Security. On that day the Pentagon was also attacked and one attempted airline attack was thwarted by American passengers on a hijacked airline plane headed for Washington DC. The department has the ongoing task of preventing terror attacks and working with internal law enforcement agencies as well as other nations to prevent attacks.
The power to create a cabinet level post belongs to the president. However, the Congress much appropriate the funds to operate it. The most recent cabinet department is the Department of Homeland Security.
This department was created in response to the attacks of 9/11/01. Of course, only Congress can create and fund a department- the President only makes suggestions.
