An Army Institutional Review Board (IRB) is a committee established to review and oversee research involving human subjects conducted by the U.S. Army. Its primary purpose is to ensure that ethical standards are upheld, protecting the rights and welfare of participants while complying with federal regulations. The IRB evaluates research proposals to assess risks, benefits, and the adequacy of informed consent processes. This oversight helps maintain the integrity of research within the Army and ensures that it adheres to ethical guidelines.
Early 20th century- IRA was a consolidation of the Irish Republican Brotherhood and the Irish Citizen Army(ICA, Connelly's force) after 1916. The IRA had much more popular support than the IRB. The IRB was also much smaller in size than the IRA. You cannot really compare the modern day IRA to the IRB.

To obtain an exempt review from the Institutional Review Board (IRB), researchers must submit their study protocol and materials to the IRB for evaluation. The IRB will then determine if the study meets the criteria for exemption based on federal regulations. If the study is deemed exempt, researchers can proceed with their research without the need for a full IRB review.

The process for an IRB exempt review involves submitting a request to the Institutional Review Board (IRB) detailing why the study qualifies for exemption based on specific criteria outlined in federal regulations. The IRB will review the request to determine if the study meets the criteria for exemption, such as minimal risk to participants or the use of existing data. If the IRB approves the exemption, the study can proceed without the need for a full review.
