to form an element you need two ( usaly 3 or four for drilling perpuses ) or more people. two or more elements form a flight. a flight commander is to help communicate directions from the squadron staff ( squadron is made up of two or more flights ) to the flight staff, like the flight Sargent, and element leaders. for more detailed answer you might find a better answer in a USAFM 39-1, but i cant remember if that's the correct manual
