Guerilla Warfare is defined as fighting an enemy in disguise.
If the US is trying to fight against an enemy in disguise, why would technology help you? You can't design a bomb that only kills the bad guys and does not hurt the innocent. There is no weapon technology that reads an enemy's disguise and identifies him as a threat and tells you to Shoot. um.. okay.......... not what i needed...
It certainly helped the Americans but the many of the technology was useless against guerrilla warfare.

American Indians conducted guerrilla warfare against European expansion since the 1600s...and didn't end until 1890 (at Wounded Knee).
