A Covered Wagon is an initial unclassified telephonic notification to higher headquarters notifying them that an event has been detected or occurred in connection to Priority Resources (A, B or C) as a result of probable or actual hostile action.

If the force preventing the wagon from moving is greater than the pull of the engine, the wagon will not move. If the force preventing movement is less than the pull of the engine, the wagon will move. If they are equal, the wagon will remain in place or move at a constant speed.

Gravity pulls the wagon down the ramp. Friction from the tires on the ground slows the wagon. Wind resistance (friction from the air) slows the wagon as well. Gravity also helps slow the wagon down once it is off the ramp and the wagon is rolling on a level surface.
