The U.S. Congress is one of the three checks and balances of power in the federal government. The other two being the presidency and the Supreme Court.
As a legislative, rule-making power, it, too, has checks within itself. The Senate -- comprised of two senators from each of the 50 states -- and the House of representatives -- giving proportionate representation to the size of the states -- can offset each other and lead to compromise.
Ideally, not too much power is distributed in the states, while the size of the states are not ignored either.
The length of terms -- six years in the Senate -- and two years in the House -- avoid having little continuity by allowing longer terms in the Senate and not too lengthy of a stay in the House, preventing embedded power, in theory.
