As you can tell by looking at the wording directly under the picture on the coin, the building is _Independence Hall_ in Philadelphia. There is no "Liberty Building".

If your coin is copper-nickel clad and taken from circulation, it's worth 50 cents. If it's a proof or uncirculated coin in its original packaging it could be worth a couple of dollars.

The design was issued during the Bicentennial celebrations. It appeared on halves struck in 1975 and 1976. There were also special quarters and dollars issued. All of them carry the same double date so there's no way to tell a 1975 coin from a 1976 coin. Only dimes, nickels and cents carry a 1975 date.
