It's either not Eisenhower or not a half-dollar. President Eisenhower was on the dollar coin from 1971 to 1978. JFK has been on the half-dollar since 1964.
If it's a dollar coin, it's only worth face value unless it is in a package labeled uncirculated or proof.

Check that coin again. Eisenhower was on a large dollar, and Kennedy is on the half dollar. Either way, a circulated specimen is worth face value.
