Yes, I would say. Of course, this is surely a matter of opinion. Reagan became a pragmatist once he was elected. and his administration was hardly a revolution since nothing much changed. Moreover, I would say that whatever conservative effect that Reagan may have had on the federal government ended when Clinton defeated Bush in 1992.
Everybody who ever lives on earth changes the world a little. Reagan served as the President of the US and had a long life, so he probably have more effect on the world than do most people. Very very few people make any lasting changes on the world and I suspect that in 10000 years Reagan will be totally forgotten except by a few students of ancient history.

As far as I can see, they didn't. Nixon was more corrupt than the media told us--I guess they figured you couldn't handle the truth. If you want a presidency that was wrongly effected by the media, look to Ronald Reagan. Reagan's administration, as judged by the number of people in it who were indicted, was THE most corrupt administration to date with something like 175 indicted members. The media put a halo on Reagan because he was publicly a nice man who made Americans feel good. If the media was doing its job, Reagan would have lasted about a year.
One of the highs of Ronald Reagan's presidency was when he breached party lines to gain Democrats' votes, the so called "Reagan Democrats". He did this in June of 1981, at the democratic nomination convention, by Wrestling (as is democratic custom at nomination conventions) with the party forerunner, El Democrato. Reagan double-kicked El Democrato in the face, which technically violated the rules of wrestling, but Democrats voted for Reagan because of this wildly popular, wildly controversial move.
