Just winning the top 11 states is by itself all that is needed to win. If the candidate wins some other states, then he can lose whatever combination of top states that total to the same number of votes as the smaller states that he wins.

I do not understand what you mean by "4 different combinations". Winning any one of the top states is enough if he can win all of others plus DC.
