In 1941, Franklin Roosevelt got Congress to move the date to always be the fourth Thursday in November

Yes. The White House confirms President Barack Obama celebrated Ramadan for the second year, continuing the tradition of the White House hosting a Ramadan dinner. While some claim this is a new tradition, Presidents as early as Thomas Jefferson have hosted Iftar. George W Bush is among the presidents to have hosted the dinner. Hosting Iftar does not mean that someone observes Ramadan, which is a month, not a single event. President Obama is not a Muslim and doesn't observe the month of Ramadan.
