During his presidency, Thomas Jefferson faced several problems. The first was the fact that France and England had gone to war against each other once more, and Jefferson sought to stay neutral by passing laws that banned British ships in United States ports. This backfired, however, by both hurting American exports as well as Britain retaliating by seizing American ships and crews. In addition, the kidnapping of American sailors on the Barbary coast prompted the expansion of the United States Navy and a war against the Caliphate.
