This is not something we at this site can address. Since the actions of the CIA are confidential and related to national security, they rarely report on which people are being targeted and for what reason; but historically, the targets are usually overseas terror suspects and people believed to be spies for foreign governments, based on what reports we do have. Sometimes, people in the U.S. believe the CIA is out to get them, but it generally turns out to be untrue. If you sincerely believe the CIA is after you, talk with your congressional representative and with an attorney you trust.

On the other hand, if you are asking a general question about what types of people the CIA goes after or what those people can do to protect themselves, there are some national security experts who cover the agency and write about it for such newspapers as the New York Times and Washington Post. I also enclose a link to a website that specializes in security, including coverage of federal agencies such as the FBI and CIA. It may not tell you exactly what you want, but perhaps the editors there can better answer your question.
