Correction:
Clinton was not impeached because of his affair with Monica Lewinsky; he was impeached for perjury and obstruction of justice in the investigation of Paula Jones' sexual harassment suit against him. They had an affair when he was Governor of Arkansas, prior to being elected President.
Clinton lied about having a relationship with Monica Lewinsky while giving a sworn deposition to Jones' attorneys. He admitted to having "improper relations" with Lewinsky when questioned by the House impeachment committee, but the perjury charge stemmed from giving contradictory testimony under oath. Obviously, one of his statements was a lie (we know which one).
The obstruction of justice charge arose from Clinton's attempt to delay and circumvent discovery in the Paula Jones case until after his term of office as President.
The sexual relationship with Lewinsky created a scandal, but none of the charges against him were related directly to that.
Paula Jones' case was dismissed because her accusations didn't fit the criteria for sexual harassment as there were no threats or promises related to her employment with the State of Arkansas or any other aspect of her life. The relationship was consensual. Clinton settled with Jones out of court for the problems and expenses he caused during the investigation.
