The number of voting members of the U. S. House of Representatives has been 435 since March 4, 1913. The only time it is different is between the addition of a new state to the Union and the subsequent reapportionment.
Unlike the Senate, which gives two Senators to every state, the House of Representatives gives a number of representatives to each state, in proportion to the population of that state. So larger states have more representatives. This logically follows from the idea that all citizens are represented equally in a democracy. A million citizens in one state would logically have ten times the representation of a hundred thousand citizens in a smaller state.
