As an example, the majority of Americans voted for President Obama, and he was voted into office. Some, the minority, did not vote for him, but, by the Democratic Process, embodied in the US Constitution, everyone implicitly agrees that he is the President of the United States. That does not mean that everyone agrees with him, but it does mean that they will support him in his role as President.
