If the inmate in question is in Federal Prison the answer is no, regardless of the State incarcerated in, however I believe that some states do allow their inmates to vote. Also, States have varied rules regarding ex-prisoners voting rights; In California an ex-prisoner can vote as long as not on some form of supervision/release.
