Generals get their starts by moving up in rank in the military. Each amount of stars stand for a different rank.
There are Inspectors General, Attorney Generals and four different levels of Military Generals starting with Brigadier General (One Star), Major General (Two Stars), Lieutenant General (Three Stars) and General (with Four Stars).
In the US services Generals wear stars. Majors and Lt. Colonels wear an Oak Leaf; the gold oak leaf is the Major's insignia, and the silver oak leaf is the Lieutenant Colonel's rank insignia. Major is the first rank entering the FIELD GRADE levels, that is why it is gold. Other countries have different insignia to denote rank.

Ann Dunwoody was nominated to the rank of general. If approved by the Senate, she will be the first woman in the U.S. military to wear four stars.
