In the Air Force Portal, you can find your physical fitness test (PT) scores by navigating to the "My Fitness" section. From there, select "Fitness Management System" or "Fitness Scores." Your scores should be available under your profile or fitness history, allowing you to view your current and past performance results. If you have any issues, check with your unit's fitness monitor for assistance.
Go to vMPF. In the "Most Popular Applications" section, click "Record Review/Update" Your scored are in the "Education & Training" page

This can only be done with the RAW scores, if it has been calculated to the individual Service's scores, it cannot be converted
The chances are very good that he can. They check test scores from the ASFAB's in High School, if he didn't take them, they can schedule him for the tests. As long as his scores pass the Air Force Standards he should be okay. Check with your local recruiter to verify and for review of his qualifications.
