There are two requirements to level up in Halo 3, Skill in a ranked playlist, and experience points, or EXP. It is a multi-tiered system in which a player gains rank by getting a higher skill number in a ranked playlist. To get a higher skill number, you must win matches in that particular playlist. In addition to skill level you also need experience points. Experience points are earned by winning an on-line match, be it ranked or unranked. The way they tie in together is that you can get promoted to a higher 'tier' (meaning captain, commander, general) with skill number. You can gain rank within that tier with EXP (captain or staff captain; commander or strike commander; 3, 4 or 5 star general) . That being said, for the higher tiers you will need a certain amount of skill AND EXP before getting the promotion.
