The Congress was controlled by the Republicans who wanted to deal with the former Confederate States in the harshest way possible. They wanted revenge for them fighting the war and their enslavement of others. President Lincoln, on the other hand, preferred to focus on reunion rather than revenge.
In 1789 the Presidents salary was set at $25,000 per year. In 1873 it was raised to $50,000. In 2009 dollars Lincoln's $25,000 would be worth $500,000. That is greater thatn the $400,000 the President makes today. However President's did not have a pension then as they do now.

Independent agencies can also have greater freedom and less presidential control than most other governmental agencies. Regulatory agencies represent a compromise between government ownership of industry and all powerful private corporations. Independent agencies are created by congress and sometimes work counter to the president's wishes.
