President George Washington helped choose the location for the White House and he oversaw the construction of the building that was designed by James Hoban. The first president to live in the White House was President John Adams.

I can not find any record that any US president helped put out fires in the capital. This is not a job for any amateur, especially not a sitting president. The British burned much of the capital in 1814 including the White House, but President Madison fled the city before the British got there. Except that one time, there has never been a fire in the living area of the White House.
The White House was built where it is because of the Act of Congress that President George Washington signed in 1790. He declared that the federal government would reside on the Potomac River in a district of not more than ten miles. President Washington helped chose where the White House would be built.
