Congress must declare war in order for troops to be stationed in a hostile, foreign conflict for longer than 60 days. The War Powers Act of 1973 resulted that the President must report to Congress within these first 60 days or the troops will be withdrawn.

Age wise? Anyone 17 years (with parental consent) or older (each branch has their own maximum) may enlist. All male citizens must register at age 18 for a draft. Drafts are called from the ages of 18-25.
