No US President was born in, raised in or had his or her power base in Alaska.
Harding was pretty much in tune with the times. If he had not been there, someone else with about the same views would have been President. The theme was isolationism in foreign policy and minimal regulation of business. Prohibition was in effect, but Harding did not cause it although he did not try to repeal it.

No, Harding is not generally considered to have been an effective President. There was a huge scandal with his cabinet for one thing. Of course he died without completing his one term. He spent much of time playing golf. I do not think he wanted to be President.
