The Chief of Naval Operations directs that naval aviation shall be an integral part of the naval service and grants it the authority to develop aircraft weapons tactics, techniques, and organization.
The orderly assembly, organization, and movement of personnel and equipment from the unit to the aircraft is defined as "loading procedures" or "deployment procedures." This process ensures that all personnel and equipment are accounted for, properly organized, and efficiently transported to the aircraft in a timely manner. It is critical for mission success and operational readiness, particularly in military and emergency response contexts.
When an aircraft is weighed, an aircraft equipment list must be provided to the weighing agency. All equipment that is recorded on the equipment list must be in or on the aircraft at the time it is weighed.
The IRS has the ability to audit all equipment on aircraft during an official audit. Because of this, satellite navigational equipment that is present in nearly every aircraft is subject to audit.
