If you are speaking of the National Aeronautics and Space Administration (NASA) as the space program, then neither Presidents John F. Kennedy Lyndon B. Johnson passed funding for NASA. NASA started in July 1958 with President Dwight Eisenhower passing the bill that allows funding for NASA with funding which was in June 1958.
President Johnson established continuity between his administration and that of John F. Kennedy by carrying on with the space program, and the goal of putting a man on the moon by the end of the 1960's. Johnson continued on in Kennedy's footsteps to make strides in civil rights. He implemented the Medicare and Medicaid programs.
