It depends what you mean by formal. There are many more formal rules governing House procedure than Senate procedure, mainly due to the higher number of people in the House and the relative seniority and respect that the Senate has. That being said, the formality of the bill discussion relies mainly on who's involved with the bill and to what the bill pertains. The House is usually more formal about everyday bills like OSHA regulations or tariff rates, but bring in an issue like federal funding of abortion and there will probably be some shouting and name-calling in the House as well as the Senate.

Bills can only be discussed for a certain period of time, they will be heard at certain dates/times, only relevant discussion is permitted, and etc. The formality here is that most bills follow the same formal pattern through the house. The Senate is the more prestigious house. The rules here are relaxed. There are times when the Senate is more formal, but most of Senate business is not done of the Senate floor. Senators make speeches because they want them in the Senate record and possibly because they want to be seen on TV, but they do not expect the other Senators to be moved by their oratory. Senators do have to be present to vote and sometimes they have to hang around the Senate floor when an important vote is expected, so they talk to people and try to get something done while they wait for the vote to come up.
