Its better to join the Green Berets as a Army Solider because you will get more experience and have a better chance of making it through the selection process and training. Civilians can not join the Green Berets. The GB's are Soldiers, not civilians.

Navy Seals are trained as a small, elite strike force whereas Green Berets are trained to go into enemy territory and set up foreward command posts, train local friendly militants, set up relations between locals and us military and prepare them for when the main force arrives. Green Berets are amazing, but they specialize in a completely differant type of warfare.
To my knowledge no. The Green Berets are Army Special forces and without enlisting in the army you wouldn't be able to join. A possible exception to this may be in the Delta Force. But the Marines recently made a special forces unit just as good if not better than the Army Special Forces. Keep in mind though that any special forces training is ridiculously hard, usually requires you to have field experience, and often times people come to you instead of vise versa. So its not really like just signing up for the swim team.
