We all do. In the United States it is against the law to turn anyone away from emergency room treatment. Uninsured people often go to emergency rooms instead of regular doctors for that reason. If they can't pay their bills the hospital eats the cost which is then passed along to the rest of us through higher costs which then result in higher insurance premiums.
