It was Stephen Douglas who managed to get the Act passed. But it was a hollow victory.

His plan for letting the people of each state vote on the slavery issue (Popular Sovereignty) sounded fair enough. But he hadn't realized that every bully-boy in America would descend on each state in turn, as it went to vote.

Since Kansas was eventually declared free soil, you might say the slaves of Kansas were the winners. But there was terrible violence in 'Bleeding Kansas' in the meantime.
