Nobody. The Conservatives have the most seats in the House, but 20 short of an overall majority. The Labour party have first option to try to form a coalition with other smaller groups to secure THEMSELVES an overall majority - and Gordon Brown is refusing to resign until it is clear that he is unable to do so. The Liberal Democrats failed to get as many seats as they started with, but have enough to give the Conservatives a majority if they ally themselves with them - so have significant influence over who becomes next Prime Minister. Also, the Liberal Democrats can pair up with labour and have the most seats, but it then will be a hung parliment. That means the leading party/parties have a minority of the overall seats.
