Kennedy's back wasn't that bad when he first joined the Navy during WWII. It was his injuries during the sinking of his boat PT-109 that really caused him problems later on, but it wasn't bad enough to get him discharged.
It's important to understand that during wartime, if you can fog a mirror, you're usually eligible for military service, and after Pearl Harbor drew the U.S. into WWII, few were disqualified. Only the most noted medical problems got you DQ'd, and you had to pretty much be dead to get a 4F classification.
