A draft (also called "conscription") is put in place only when a country cannot meet it's desired military manpower needs from volunteers. Since 1972, the United States has been able to do this, although all young men are still required to register with Selective Service on their 18th birthday, though most never think of it again after that time until their name drops of the list when they are past service age. Some countries have a permanent military service requriement for all young men (and sometimes women), Israel, for example.
