Like every other trend in fashion, shaving is a personal choice. For the last 65 years or so, shaving has become the regular fashion among men. Particularly in politics, it has become the fashion probably because during this period, most men were in the military which requires men to be clean shaven for sanitary reasons. Since most of the Presidents were in the military, they became accustomed to wearing a smooth face.
