It evolved over many hundreds of years from the Old English name Ecgi wer - a weir belonging to Ecgi, who lived in the area some time during the period 500 AD to 1000 AD. This was shortened to Ecgwer, pronounced Edgware; as is usual in the very long history of the development of English place-names the original meaning was eventually forgotten and a more literal spelling took over.
