Mission scope bottom line. SF have a wider scope mission whereas JSOC is very compartmentalised and directed at global HVI networks whereas an ODA team may be attempting to improve a certain district for 6 months in CENTCOM

If you are asking about an operational position, you would need to spend time as either a Navy SEAL, Army Ranger or Special Forces, or Air Force Special Operations, before being chosen to join one of these branches' Tier One units, such as US Army Delta or US Air Force 24th Special Tactics Squadron. However, not everyone within JSOC is an operator. They also have a lot of support personnel, who help gather and analyze intelligence to assist the guys in the field. That is another way to be a part of JSOC, if you can't be in an operational position.
