If he just holds a bill and Congress stays in session, it becomes law without his signature in 10 days. If Congress adjourns in less than10 days after he gets it, it dies if he does not sign it. Such is called a pocket veto. If he vetoes it, Congress can override his veto with a 2/3 majority vote of both houses.
