Voter registration is open to people 18 years or older, citizens, and have an address. The purpose of it is to ensure the voting process is legal and that people who don't fit the guidelines/laws allowing them to vote don't vote. When you vote you sign a book next to your name and show ID to prove you are who you are. This also prevents someone from voter fraud or voting twice. The whole process ensures the elected people and the voters that the process is valid and true.

When the law requiring voter registration for general and municipal elections was changed in 1951, the main reason was that North Dakota was a one party Republican state and most major contests were being decided in the primary elections.
