Cleveland is counted twice because there was a gap between his two terms. he lost his bid for re-election in 1888 but beat the incuimbent, Benjamin Harrison, in 1892 for another term. He both preceded and succeeded Harrison. He won the popular vote in 1888, so it was not so surprising that he came back to win in 1892.
