Liberty, not "liberety", just like it's spelled on the coin. And ALL U.S. coins have the motto E Pluribus Unum as well, so neither of them help to ID a particular coin.
The date and picture DO identify it as a commemorative dollar issued to mark the U.S. Bicentennial. Millions were struck in copper-nickel, so if yours has a very dark copper-colored edge it's one of those and is only worth face value to $1.15 depending on how worn it is.
There are so many of them that a dealer may not even be interested in buying it, and they'd only pay $1. My suggestion is to keep it as a souvenir of the Bicentennial.
how much value does the lady liberty and past presdents with e pluribus unum on it

In God We Teust, E Pluribus Unum, Liberty, United States of America
This question is confusing. With a date of 1890, the coin would be a Liberty Seated quarter, but they do not have the motto E-PLURIBUS-UNUM. Please take a closer look at the date and post new question.
The word Liberty is a motto which is the portion of the inscription that has special meaning to the people the coin was made for. The motto is often an inspirational message or an emotionally stirring phrase. The mottos on current U.S. coins are Liberty, In God We Trust, and E Pluribus Unum("out of many, one").
