WHOA! The Federal government is not the most powerful. The people through their State governments have the most power! The Federal government can only do what the States let them do in the US Constitution. The Federal government cannot make any of the States do anything, save for paying taxes, serving in the military, play nice with other States and countries as far as trade goes, have a postal service, coin money, make citizens of immigrants, and to define piracy and provide for punishment of pirates, and enacting laws to make these duties happen. Sadly, President Obama often breaks these rules and should be legally impeached and convicted, but the current Congress is too weak and afraid to do that. Also, sadly, the States have come to depend on Federal money for large parts of their budgets. The Federal government can legally say, "If you States don't do what we want, you will lose your Federal money." In some locations of the country, that is called, "Dirty pool".
The Confederate States were formed through a serious disagreement with the Federal Government over what was and was not the right of each state. The Southern portion of our country tended to believe that each State was a sovereign entity that had the right to do as it wished and the Federal Government's role was extremely limited to the defense of the group. At the time of the war each state printed their own money as an example.Contrary to popular belief the concept of slavery, while an issue, was not the central issue. There were slave states in the North during the war. The civil war also did not end slavery. After the war ended, slavery was still legal until December of that year.
There is such as small number of mohair farmers that they can all receive very large checks form the federal government without taxpayers noticing. This means that the politicians who push the bill through receives all the votes of the mohair farmers but doesn't lose the votes of his normal constituents because they don't see a tremendous jump in their taxes.
If by "government" you mean "federal government" then they wanted the Congress to have the most power because it gave more power to states through direct representation. If by "government" you mean "any government in the United States", then they wanted the states to have more power, similarly to the Articles of Confederation, the States' rights movements of the 1800s, and later the Confederate States of America

The Confederate Constitution did establish a national government for the new southern nation, and it was a federal type of government (one superimposed over previously existing smaller, state governments), and the president selected was Jefferson Davis. But the new government was not a "strong" one. The southern states had split from the old Union over the issue of states rights. This is an idea contained in the 9th and 10th Amendments to the US Constitution, the original Bill of Rights. What the men who wrote the US Constitution had in mind was a central, federal government of limited powers, only those powers specifically given to the new federal government by the US Constitution. All other powers remained with the state. Having gone to war over this issue of states rights, the southern states were in no hurry to then turn around and surrender their powers to a new southern national government. This was to plague the Confederate government through the four years of its existence. To successfully fight the war, the Confederate government needed strong authority, but southerners were fighting for a weak central government and more local control over affairs.
