Yup! The 19th Amendment stated that you cannot deny any sex to vote. Hence, both women and men could vote. Due to the 15th Amendment, you cannot deny a person to vote due to race, so now all citizens of the United States were eligible to vote after the 19th Amendment.

What amendment guarantees constituional rights for all citizens regardless of race?

The 14th Amendment guarantees citizenship to all races (if born in America), due process, as well as equal protection. However, the 13th amendment abolishes slavery, and the 15th gives them the right to vote (only men). The 14th amendment is also used to incorporate other amendments to the states', and give the right to privacy (such as in the Roe v. Wade trial for abortion).

What are 2 long term trends that have characterized the history of suffrage in the u.s.?

1. Originally the right to vote was only permitted to 1) property owners or 2) those that were educated. So the government only wanted voters to be people that had "a piece of the pie" So people, like women or African Americans, were not allowed to vote because they didn't own anything and were uneducated. Also women and blacks had different views and ideas which made the government want to not give them the right o vote because of how it would affect the country; people do not like change. So trends that characterized the history of suffrage where aspects like having money, owning land and having an education.
