Kansas was the only state where it was put to the vote.
It sounded like a reasonable idea, but it actually led to violence.
In that remote territory, all kinds of pro-slavery terrorists crossed the border to cast illegal votes, intimidate the public, and declare any free-soil result to be rigged.
But in the end, it was clear that quite a big majority had voted free-soil.
Passage of the act let to Bleeding Kansas because it caused violence over the issue of slavery. The state was supposed to vote about slavery, and people tried to force neighbors to be pro or anti slavery.

Everything was better because we no longer had slavery. Everyone was allowed to vote, and all the people that were born in the United States of America were known as being citizens. :)

The notion that people should be able to vote on the matter of slavery in the territories was called popular sovereignty. Popular sovereignty is a doctrine rooted in the belief that every human being is sovereign.
They made 2 new territorys called the Kansas and Nebraska, the people living there can vote wether or weather not they want slavery. The power belongs to the people in those countrys.
The Kansas Nebraska act allowed allowed for the area to vote for or against slavery. People flooded into the area including John Brown with his sons. Brown in Lawrence Kansas and murdered several people. He was an abolitionist and wanted to start something and keep people out that would vote for slavery.
