Most schools are in a cocnfreene so those games are assigned by the cocnfreene. Those are done on a home-and-home basis (you play them at home one year and at their home the next). After that, then there are usually 2-4 other games to fill in. The schools contract those games with other schools. Some are traditional like USC and Notre Dame, Army and Navy, etc. Others are small schools looking to make some money and give their players big exposure like Coastal Carolina at Penn State. The big schools like that arragement as well because it gives them a warm up game and an extra home game to make money on.
