In colonial times up to and including the Revolutionary era, American preference for limited government was strengthened especially by their practical experience. Often on a daily basis, Americans experienced what it means to be oppressed by a government that rules with nearly absolute (or, unlimited) power and seeks mainly to profit from those who are ruled, rather than to promote their welfare along with its own.
