I think the word is Freeman. I am in the UK and this term started here after the black death and the Peasants revolt caused a shortage of labour. Remember slavery was abolished in the British Empire many years before in the old American colonies. The retired freed slaves did not do very well in America until the 1960s when laws gave them more rights. Perhaps the George Floyd will increase their rights.

Which took the view of Reconstruction that harsh penalties needed to be doled out to former Confederates while giving full rights to Freedmen?

The view of Reconstruction that advocated for harsh penalties against former Confederates while extending full rights to Freedmen was primarily associated with the Radical Republicans. This faction within the Republican Party sought to ensure civil rights for formerly enslaved people and believed that a stringent approach was necessary to transform Southern society and prevent former Confederates from regaining power. What does this recollection by John McCoy suggest as a reason for the failure of efforts to guarantee freedmen full citizenship rights?

John McCoy's recollection suggests that the failure to guarantee full citizenship rights to freedmen was largely due to deep-seated racism and resistance from white society. Despite the legal framework established during Reconstruction, societal attitudes and systemic discrimination undermined these rights. The lack of political will and support from both government and communities made it challenging to enforce protections for freedmen, leading to ongoing marginalization.
